Yes, please understand I was not putting words in Traci's mouth but making my own personal suggestions.
I've known 2 people, one in CT and the other in CA, who found themselves in similiar situations and saved two dogs. The friend in CT now owns the dog and he is thriving. The friend in CA found a rescue home far away from the situation and that dog is beyond thriving. In fact our dog, technically my sister's, was abandoned in an apartment here in town when the owner evicted the family. For whatever reason, the owner came up from Florida at the end of the week instead of the end of the month as previously planned. Had he not, JoBear would not be with us 5 years later. That evicted family later tried to reclaim her and we were all set to go to court but they dropped it and signed JB's papers over to my sister and BIL. You snooze, you loose.
I just speak from personal experience and the fact that I have absolutely no tolerance for people who abuse and/or neglect animals ... any animal.

I had Win at the Vet's this morn, and was talking to the gal who originally called me. A client walked over and said he could help...he was a Deputy with the Sheriff's Dept of Animal Control, and said he would personally look into it. He gave me the number for the Chief, and said to have the neighbor call.
So I called her and said this would be best all around, and no one would get in trouble this way (she would already be a prime suspect)...and then Rescue could legally step in to find Duncan a good home.
Well, the Chief was nasty and still insisted they couldn't do anything as long as they had food, water, and shelter. I guess they will be making a visit, though, and impounding Duncan tomorrow.
I gave my name and number to the nice Deputy, so if Duncan disappears now, they have another suspect. All I can do is hope tomorrow's visit will shed some light for the cat situation (did I mention, the neighbor thinks they have been breeding in there?). Neighbor said they were cleaning up around there yesterday, so methinks the wife may have friends in high places.
I can hope also they don't reclaim Duncan, so Rescue can step in to give that sweetie a better life.

Well, it sounds like more is going on than the neighbor implies, or even knows about. Again, can't go on heresay. It would be nice, though, if either the sheriff's office or AC would at least tell you/the neighbor if the house and property has been abandoned or if someone is still upkeep/maintaining it.

Just another thing...I always thought that if you made a complaint, it would be kept anonymous to the offender. The Chief told the neighbor that if the wife asked who, he would have to tell. To me, that defeats the purpose of reporting abuse...then you have a neighbor trying to retaliate. Makes me wonder about the Chief...but I have never actually done this part of rescue before.

That's bullcrap, you can in fact, report anonymously!
Maybe ask the sheriff's deputy (since he seemed so nice), how much further up you can go...the chief has it wrong.

I thought it was bull crap too. Newest news is that a son has agreed to give Duncan to the neighbor. If that will stand, I can rescue him...

I'm telling you man, get the media involved. Call Animal Planet or Dr. Phil. In fact someone mentioned to me he's got a show on Wednesday of this week about a woman with 250 cats, indoors and outdoors. A neighbor killed a few with antifreeze and that b@stard will be on the show as well.

There's a son? Does this son speak? Can he give the neighbor more information about ALL the animals, their care, etc?
