What does it mean when a cat raises its tail and shakes the tip like a rattler?

For the most part, excitement. If a male, possible spraying behavior (especially if not neutered), and likewise, if female WHEN COMBINED WITH other amorous behavior, possibly in heat.

If your kitty is spayed or neutered, this is most likely an expression of excitement, such as "I'm happy to be near you", or "I like this", or "this is fun!".

Just want to add, if this is a male, whether neutered or not, and the tail expression is also combined with straining in the litterbox, urine-marking behavior etc, then you'd want to rule out stress and/or urinary tract problems or other health issues, immediately.
