Misdiagnosing congestive heart failure, is pretty serious. Since the usual diagnostics are generally confirmative, I'd say the neighbor might want to consider finding a new vet.
Unless, the owner declined those diagnostics and the vet simply "guessed" at congestive heart failure. Such a guess, however, is pretty negligent on the part of the vet since he also gave lasix and scared the owner into thinking time was severely limited for his dog.
Beyond that, I'm glad to hear Coty is recovering.

I agree about the vet. I think that's why my neighbor went to a specialist when treatment didn't seem to work for the heart problem. I had even suggested Shannon's Cardiologist in Red Bank if needed. I was surprised when he said he was going to an internal medicine vet. I think the local vet diadnosed on Coty's age and not on her condition.
