The fact that Sammi was able to produce, albeit minimally at one point after the HBC, but for some reason cannot now and requires catheterization, is more than likely, indicative of an obstruction or bladder wall thickness, etc.
Again, I can't stress this enough, a specialist is in order, so that additional diagnostics can be done to rule out obstruction or mechanical intervention. Usually, xrays can detect something, but not always, in which, an ultrasound could be useful. Or, a cystogram/cystography.
Just based on your posts, the vets aren't doing enough to get to the root of the problem. One or both of them should have referred your friend to a specialist days ago. There may be a connection to the broken tail, and nerve damage may be preventing muscle contractions in the urinary tract or bladder, but you're never going to know unless a specialist can do additional diagnostics to get a clearer picture. The current vets, in my opinion, don't seem to know how or what to do. They have options to even teleconference and share cases, xrays, records with specialists from veterinary teaching hospitals, the fact that they didn't, gives me the impression they don't have enough experience or comittment to this case.
Please, advise your friend to DEMAND a referral to a feline specialist, IMMEDIATELY.

Just wanted you to know that Laurie took sammi to a neurologist, and the dr put him on another dose of the bethanecol and the other one you sugggested on the previous page, and he believed at that time (about a week and a half ago) that he had a 75% chance of recovering. So since he's been on both medications, he has started urinating daily..just a little bit, she still has to go and have the remainder of the bladder emptied, but it is certainly a step in the right direction
he checked the nerve endings, and apparently there are some above and below the bladder and one was worse than the other, obviously the one causing him not to go was the worst, but he still thinks he will make a recovery.
