(behavior advice)Recently moved in with another cat

My cat is fairly well-behaved I would say, but he annoys other cats because he always wants to play. He is 2, and I moved in to a house where there is a 6 year old female cat who is somewhat anti-social (hisses and scratches). He is afraid of her at times, but also seems to instigate fights by following her and attempting to play. My housemate thinks he is being a "bully" because he is bigger than the other cat, but he is not trying to hurt her (it is the other way around, mostly). My question is- How can I encourage two cats to get along? Any advice will be appreciated.

Please read Feline Introductions, you can find several tips on how to introduce the cats. You and your roomates also need to work together and spend equal time with both cats and make their environment interesting yet calm and harmonious. Involving both cats in the same space with a playtime activity (with your direct involvement and attention) and being consistent about it, and a consistent playtime schedule etc, can help.
