When are people ever going to learn, it's not the dogs, it's the idiot owners!
It's called education. Educate the owner. And if an offender or repeat offender, fine them heavily. Nothing says wisen up better than a couple hundred in fines. Plus, the money collected in fines should go toward the shelters. Duh.
In the case of neglect or abuse however, of course, remove the pet from the idiot owner.
