Auntie Debbie.....I forget where you live, but if you can, RECORD any and ALL conversations you have regarding this....you can let them know, on the phone, up front, that you are recording the conversation, and as long as they do not object, you can do so....
in some states, and Iowa is one, we can secretly record a conversation as long as we are taking part in it....only ONE person needs to know it is being recorded, and that one person can be the one holding the hidden recorder, as long as that person speaks in the conversation in a relevant manner....

I have a small digital recorder that I got at WalMart for about $40....get one that can record conference, so you pick up sound further away, and if you want to go one better, get a small microphone at Radio Shack, attach it to the recorder hidden in your pocket, run the wire up the inside of your shirt, and attach it just inside the placket (button) area, near the neckline....

Then you can upload each conversation to your computer and save them that way....even burn it to a CD if ever needed...

So the health dept polices people who TNR? I think that's out of line. If you catch a cat, just do what you need to do (vet, neuter, etc), but I don't see why you have to report anything, I'm sure the health dept has better things to do than monitor feral cats and their caretakers. Read the ordinance, does it say anywhere in there the health dept has any authority in these situations?

I had the ordinance but can't find it right now. I don't recall seeing anything in there in regards to tnr. I really don't see what the health department has to do with it either. "Back in old country, KGB took care of everything."
