Thanks to those who offered their comments and suggestions!
I took the kitty to the vet for a checkup. Negative for FIV and FeLV (yayy!!). His only real problem is a case of fleas (surprise, surprise!!), for which he has been treated. The vet checked for a microchip, none found. I dropped off his picture at the Humane Society and at county Animal Control and also put in an ad in the local paper. I also posted a flyer with his picture at the supermarket bulletin board.
My six-member "kitty family" is not very happy with the new foster (addition?), especially Panther. It's been a while, but I've done other rescues and fosters in the past and I know that he always comes around and will hopefully eventually accept this kitty too, but I think I can see that introductions are going to be a slow process this time around.

Good for you! Sounds like you have done everything you can! That is one kitty who won't be cold this winter....

I am so happy for you and your new kitty...I can relate to foster/asopting cats....
it was NEVER my intention to keep them...I just fall for them in thier own unique way and cannot let them go...
