I have 4 cats, 1 of them has developed a frequent tail wagging disorder. I want to know if this is a sign that there could be a problem. His tail constantly wags, even when he is asleep. He is 2 years old and has also lost his hair at the back leg area.

Tail twitching could be any one of several things....aggrivation, nervousness, anxiety, or even a response to pain or discomfort.

Since he has lost fur in the rear leg areas, the most important thing is to get him examined by your vet to rule out flea allergy dermatitis, mites, or other skin afflictions. At that time, be sure to tell your vet about the tail twitching.
