How do I get my 4 yr old rescue dog to sit, stay?? (more)

We just adopted him from a rescue a few months ago. He can sit, and sorta lie down upon command, and can heel on a leash. He weighs about 20 lbs.

When I do SIT with him, he sits then gets kinda wiggly. This is with and without treats.

I'm working on a quiet SIT, but when I get to STAY, or SIT-STAY, how do I train him? He is sooo wiggly now, I just think I won't ever get a quiet SIT.
