What worked (well, a bit) for us with our Mr. Blue was using treats for "come." We worked on this a lot inside first, before trying it out in an enclosed yard. The reason I say "a bit" with him is because he is a hound dog, and I swear he forgets his name and what treats are if there's a rabbit or some other evil critter around. He is, overall, really good about it though, so it might be worth a try. I guess the psychology behind it is to teach your dog that coming to you is a really good thing!

Be careful that you never call him to you to scold or punish. It's possible that his former owners did this, and so he is afraid to come to you because he associates the word "come" with scolding or punishment. Perhaps you can think of a different word that means the same thing plus use a treat to entice him like Mary mentioned. I tried to think of some synonyms for "come" and all I could think of were: approach, present, and here. Perhaps the same word in a foreign language - do you know any Spanish (here = aqui) or French (I know no French), etc.? Police dogs are often trained in Flemish so no one can confuse them with conflicting commands. Just a thought.
