I have a Black long haired male whom I got from a rescue shelter. He has been treated for fleas (end Jan). But since I brought him home he's constantly scratching himself, I do brush him as much as he allows, but he has turned my white carpet black I have also noticed some bumps on his lower back near tail, some look fresh and have broken the skin - but don't appear sore (can he be doing this?)
I've not had a cat for a few years only dogs & not sure if they suffer heat like dogs do or if he's adjusting to coming inside from being kept out or if anyone has any other ideas??

What flea application did you use? It could be that it didn't work (please only use those products recommended by your vet, i.e., Frontline and Advantage)
Could also be a flea allergy dermatitis or mites, get him checked by your vet to make sure,

Maybe your cat has dry skin and maybe needs to shampoo him in a moisturing cat shampoo or could be nervous condition about being in a new home.

My cat gets scabby areas on her when she gets fleas because she's actually allergic to them!! Isn't that crazy...but thats what her bet says! She also sheds really bad while she's broke out!!
Maybe thats whats wrong with your cat too! If so all you can do is make sure and treat them EVERY month to get them off the cat and they will go away....
