Does anyone know why a cat would not use the litter box? He urinates in it, but doesn't do #2 in it (he does that all over the house). Does anyone know why he would do this and what I can do to stop it?

All I can suggest is to get your cat checked by a vet. There could be some physical issue causing him discomfort.

My cat does the same thing, preferring the carpeted hallway right next to her litter box. I've taken her to the vet and there is nothing physically wrong with her. I've also tried different litter types with no change in behavior.
It almost appears to be a texture preference. I finally put out a litter box with a carpet sample in the bottom and she will use that. Not ideal, but it saves the hallway carpeting.

If you've ruled out medical problems by seeing your vet, may I suggest 2 litterboxes for kitty. I have 3 cats and all 3 pee in one box and poop in the other. For real! That's cats for you. Also experiment with different types of litter and make sure litterbox is CLEAN. Wash it out regularly.
