Cat repeatedly FLIPS water bowl!

My cat is 11 months old. Ever since I first got him, he has flipped over his water bowl. If it is too heavy to flip, he drags it across the floor with his paw and spills the water all over the floor. I even bought the pet water fountain which is low to the ground and wide, but he still manages to scoot it across the floor. I put a rubber drawer liner underneath it, and he still does it. I can't let him drink out of the toilet because I also have a 15 year old cat who is too old to do this. I thought about strapping a bungee cord around the fountain to hold it to the wall, but the fountain is so low to the ground, I doubt the cord would stay on it. I tried using the squirt bottle when I hear him scooting the bowl across the floor, but he's lightning quick! Any ideas?? Or has this happened to anyone else?? :? :!:

Also, I had the plastic no-tip bowl, and thats the one that he flipped upside down!
