Litter habits - problem

Okay we have 2 kittens (both close to 1 year old). One has got the whole litter thing down. The other one does its thing, doesn't cover it and then stands outside the box, reaches in and scratches the inside cap of the litter box to make the sound of covering her stuff up. We have a very small apartment and this creates some ungodly odors.....is there any way to get the point across that she should cover it?

Hi...she may not like the feel of the litter...do you have more than one box? If not try getting a second box, and in the second box try a different litter. Some cats are very clean it seems and don't want to even share a box with others, some cats just don't cover, period. But try the different litter suggestion and see if that helps

ya, we started with 2 and they ignored one......maybe I'll change the litter....
