letting my 7 month old outside

I have a 4 year old cat who adopted me 3 years ago. He goes outside all the time and comes home...no problem. Five months ago I adopted an 8 week old kitten. He is now 7 months old. I live in the northeast and the weather is just beautiful now. My 7 month old wants to go out with his 4 year old "older brother". I have a collar with a bell and name tag on both of them. Will the 7 month old just wander and will the scent bring him home? I am anxious about the "baby" and want him to enjoy the outdoors and feel so guilty hearing him meow as he watches the 4 year old out on the deck. Cats are able to "scent" their way home....knowing where they live and are fed......so please ease my anxiety with your knowledge. Thanks.

In Louisiana cats are supposedly just as subject to the leash law as dogs. ....
