My cats WON'T drink water. I feed them canned cat food because they simply refuse the dry (although its always out there too).
Both my cats are inside cats. But neither one has ever touched the water dish.
Lately, the moisture in the canned cat food is not enough anymore and they are always whining and begging to be fed. When I finally cant stand them (literally) in my face meowing and open a can, they lick the food dry and leave the main of the can.

What can I do to make them understand that the white dish with the clear liquid is for drinking LOl..........

don't know that you can make cats understand anything you want them to understand...but you might start adding water to the canned food to get more water into them...you might also add a teaspoon of canned to the water dish to give it a little familiar fl,ight not work but i t won't do any harm....

Sammy will only drink bottled water strait out of the freezer with fresh ice cubes no ice cubes no drinking for him lol he's spoiled, anyway try ice cubes.
