tail wagging

I am not a cat person but my friend is so we have 2 Persians. I am learning about what cats are all about but still have more to learn. Our older cat has been walking around with her tail straight up in the air and wagging it, more like swatting, as she walks. Why would she be doing this. She is otherwise in very good health. It reminds me of a skunk when it is about to strike.

Thi tail held high means they are content or confident and happy. While being petted if the tail switches rapidly this means stop now, but if end of the tail goes back and forth they are loving the attention and happy. Mona
