No one here would know for sure and this board cannot be used as a diagnostic tool. However, a vet can so it would be wise to get your kitty to one as soon as possible, please.

Moonkitty,

The problems you describe sounds like sign of a urinary tract infection. I do not want to alarm you but your kitty really needs to see a vet today. Your vet is the only person who can actually diagnosis and provide the treatment needed for your kitty to her to get well.

Urinary tract infections (UTIs) are very painful for your kitty. Also complications can arise from UTIs which can become very serious quickly if left untreated.

You can use the search function above to find other posts on this subject (urinary tract infection, inappriopriate peeing, etc) which can be of help.

As far as money is concerned, call local vets to establish a payment plan. If you're Mom can't get the time to take you, can you have a friend or relative drive? or even call a taxi? More money I know but blood is never a good sign no matter where it is coming from and it's important to get an evaluation from a vet.

Is kitty an indoor only cat?

Tell your mother (i'm sure she already knows), that urinating blood is a serious issue that MUST be addressed by a vet and IMMEDIATELY. Blood in urine usually indicates a urinary tract infection, but could also mean an obstruction, which can turn deadly if not treated immediately.

If your kitty has never been checked by a vet, NOW is the time to do so. By not doing so, you are taking a huge risk with your kitty's health.

I'm glad you got her out of that strange situation moonkitty, I'm sure she appreciates it as well. If need be show your Mom these posts to push your need to take kitty to the vet for an evaluation. You may only be 17 but it's obvious you're responsible enough to recognize kitty's distress. Does she have a name?
