cat has balding spots with tiny black specks i suppose to be flea poop, but she doesn't have fleas. when i touch the spots with no hair she meows so i don't know if it hurts or she just doesn't want me messing with her. what's wrong with her? please help

Well where are these spots located on her body? If it is in the chin area, face or neck, most likely it is either feline acne, or mites. Flea allergy dermatitis can occur anywhere on the body, if you're noticing bald spots and flecks, it's time to get her to your vet for a complete examination. Don't wait on this please...
