Scooter tends to drink from our dog's water bowl..are there any health concerns with this..?

(as a sidenote: He's getting spoiled tonight...two packets of meat-and-gravy food and a tub of catnip)

Well, there could be a risk of bacteria from sharing the same water dish. To keep him away from the dog's dish, maybe invest in a raised/elevated dish for the dog (i.e., a stand),.....and do keep Scooter's water well out of reach of the dog's.
