It's a well-known fact that cats will mark/urinate on towels, bath mats, laundry and like items. It's not up to kitty, it's up to you. And he's trying to alert you to something he is not happy with or is stressed, or that he might have a health problem you need your vet to assess.
You were given good advice, non-judgemental, notice the terms "IF" in my posts, if you can't recognize the problem and take steps to address it, then the problem will persist. Is that kitty's fault? Hardly.
