The rescue organizations can work harder to work with the shelter to increase adoptions, education, etc. It is ultimately up to the shelter director and whomever employs him/her to strive to communicate to the public on education issues, get support and additional funding from the community or other well-to-do entities. Depending on who funds the shelter (city or county, etc), depends on who is ultimately responsible for a well-run shelter. The goal for any shelter is to REDUCE euthanasia by running the shelter properly and getting the community's involvement. There's so many aspects to this from public education/awareness, to proper funding and support. It has to start somewhere and it must be consistent! That's the director's/manager's job, and particularly when the tax-paying public is supporting it!
NO solution is easy, it takes years of hard work, comittment and consistency to achieve the goal of minimal euthanasia rates, this involves everyone from the city/county to rescue organizations to the public, etc. If no one is stepping up to the plate and working cooperatively with each other, then of course, nothing is going to get done, and the shelter will continue to practice this way, to the unfortunate and needless fates of the animals.
The fact the shelter has been investigated so often in a short period of time, and high turnover of managers, suggest the shelter is in trouble. If the public is informed, more than likely, the public will respond in kind with donations, volunteers, others to help in education and funding, etc.
It would be standard as a first operational procedure for a state vet to investigate, but perhaps the state vet isn't qualified for the job of investigation or implementing procedures to "clean house". An outside source is always the best course of action.
What do you mean, to no avail? What did the media have to say, and how did the public respond? What are the rescue organizations saying or doing to assist?

Sorry but when mention is made that a shelter just leaves tiny young kittens to fend for themselves on a solid diet inappropriate prior to weaning, I, nor I suspect others here, can't just sit quietly and not say something. You did say you foster/work with one of the rescue groups, and I merely asked questions, since you also said you have worked in trying to implement education, etc, and I assume the rescue group has as well?
