You keep saying Pepper is an indoor cat, yet, he is allowed and has been allowed outdoors. Read the link Tambrey provided for you, in it's entirety and keep all your cats indoors only!
It's not only rabies you need to be concerned about, but also FELV, FIV, distemper, and other nasty outdoor hazards. Is Pepper vaccinated and up-to-date on FELV and FVRCP? Was he tested for FELV/FIV and vaccinated accordingly? (btw, do not ever give the FIV or FIP vaccines, these are controversial and have no data to suggest they should be used as core vaccines, unless one is a breeder or has a cattery in which the risk factor is a consideration). All cats should have boosters of FELV, FVRCP and Rabies as kittens and the FVRCP and Rabies should be kept current at least every three years, particularly when there is any chance they can escape outdoors.
