Cats eating kittens?!?!?!
Yes, this can occur by any male intact cat (not neutered). See HERE and scroll to the section "Traumatic Birthing" which explains the problem.
You need to seperate the kittens IMMEDIATELY from the cat you suspect is the culprit, if it is the queen, you will need to bring the kittens INSIDE, and bottle feed them with KMR Kitten formula to ensure their nutrition until they are at a proper age for weaning (from 4-6 weeks of age). If you allow the kittens to remain in this situation, you will lose them.
Don't put this off another minute, those kittens are depending on you, go get them now and keep them away from any intact male, period. If it is the queen you saw, they still need to be seperated from her NOW.
Call your vet and ask for the KMR, kitten bottles and for proper instructions on raising newborns, young kittens, bottle feeding, etc. Ideally, they should get a vet check in the event any more have been harmed.

Wow, I had no idea this happened out in the wild...
might I also suggest that the males and females be spayed and neutered/vaccinated? Sounds like they are multiplying fast and some are turning feral. Can the feral ones be trapped in have a heart traps and taken in as well? A local shelter might rent these traps out. Good luck. Sara
Sara and her 6 kitties. Clover , Saharan, Mona, Negrito, Nando and Silvestre (Vest/The Vest).
this is probably not related but with dalmations, who
often ar deaf (occaisionally) will chew the cords on their newborns and don;t realize that they should stop...the stop signal in dogs is extra squeling by the pups...but some dals do not hear that and will end up evisceratin the pups...not related to your case but of interest (?) only
