Strange Blue Lesion

I adopted two foster cats about 9 months ago. I just noticed that my persian cat has a quarter sized lesion/rash under his neck. He has been scratching a bit since and has been losing some of his hair. I have combed him and see no sign of fleas. Furthermore, he doesn't seem to have any change of demeanor and it still as spunky as ever, in fact more so. I've looked online and can't find any information about what this could be. I thought at first it might be ringworm, but from what I read it doesn't seem like the same type of lesion. The rash is bluish in color. My other cat is a shorthair and is showing no symptoms. Both cats are fixed and are not allowed out to roam the neighborhood. They mostly stay in my apartment and sometimes I let them out into the screened in porch I have.

Of course I will be taking him to the vet, but as it is Sunday they are closed. Any ideas what this could be? Please help... :( Thanks!

Is this in fact a bruise or a rash? If a bruise, I would suspect a hematoma of some sort, but only your vet can determine upon an exam.

It's bluish in color but seems scaly or crusty. Definitely not good. He's also scratching, so it could be fungal, but I'm going to get him to the Vet asap. Thanks for your reply :)
