This happened to my Chessa last year, also at the base of her tail. I was very concerned, so I took her to the vet, who said it was simply dry skin. The vet recommended I put Vitamin E oil on her skin in the spot that she was scratching. You can buy it at Walmart for very cheap. I did that for a wee...

Thanks everyone.....I didn't really get into all the details with my sister, as she is very upset and doesn't really want to talk about it, but the vet(s) says surgery is not an option.
